Basement finishing

Ottawa is a full-basement city. Almost every house built here since the war has one, and finishing it is the cheapest square metre a homeowner will ever add. It is also the renovation most likely to be done badly, because the expensive part is invisible and the tempting part is the drywall.

Step one: find out whether the basement is actually dry. Before anything is framed, check the floor and walls for moisture and the perimeter for cracks and staining, then look at the outside grading and downspouts. Much of Ottawa sits on Champlain Sea clay, which swells when wet and shrinks as it dries (NRC), so foundations here move seasonally. Finishing over an active leak buries a $1,500 problem inside a $60,000 one.

Step two: the permit. A permit is required where you add a bedroom, alter structure, move plumbing or create a separate dwelling unit. Permit documents in Ontario generally have to be prepared by a designer registered with the Ministry and holding a BCIN, unless you are designing work on a building you own, or the designer is an architect or a professional engineer (the designer qualification rules).

Step three: moisture control and insulation. The order matters. A dimpled membrane or rigid insulation goes against the concrete so the wall can dry, then the framing stands off it. Spray foam directly to a sound, dry foundation wall is common here and works. What fails is a vapour barrier on both sides of an assembly, which traps water in the middle.

Step four: framing, rough-ins and inspection. Walls go up, electrical and plumbing are roughed in, and the work is inspected before it is covered. Ceiling height decides the layout: the Building Code wants at least 1.95 m of clear height in a basement living space and 1.85 m under beams and ducting (OBC basement suite guide). In 1950s and 1960s bungalows that is genuinely tight.

Step five: the bedroom question. A basement bedroom needs an egress window: an openable area of at least 0.35 square metres with no dimension under 380 mm, and an interior sill no higher than 900 mm above the floor or fixed steps (OBC basement suite guide). In most Ottawa basements that means cutting the foundation wall and building a window well, which is why it is often the largest single line on the quote.

How long it takes. A straightforward rec room in a dry basement is four to seven weeks. Add a bathroom and it is seven to ten, because the drain has to be broken into the floor slab and inspected. Add an egress window and a bedroom and you are at eight to twelve weeks.

What it costs in Ottawa in 2026. Indicative ranges, not quotes. A full basement renovation commonly runs $35,000 to $95,000, with most mid-range finishes on a 700 to 900 square foot basement between $50,000 and $75,000, a rec room alone $25,000 to $45,000, and a basement bathroom $8,000 to $15,000 cosmetic or $15,000 to $30,000 with new plumbing (HomeStars Ottawa 2026). Waterproofing and insulation is $5,000 to $15,000, permits $500 to $1,500, and an egress window $3,500 to $6,000 each. Add 13 per cent HST.

HST, and the rebate that almost never applies. Renovation labour and materials carry HST at 13 per cent in Ontario and there is no rebate for ordinary renovation work. The GST/HST new housing rebate only reaches a substantial renovation, which the CRA defines as removing or replacing 90 per cent or more of the interior of an existing house, and it states specifically that renovating a basement does not meet that definition (CRA RC4028).

What the warranty does and does not cover. The Tarion new home warranty is for newly built homes from a licensed builder, with one, two and seven year periods. It does not cover a renovation of an existing home, and it explicitly excludes work and materials supplied by the homeowner and alterations the homeowner makes (Tarion exclusions). Your protection on a basement finish is the contractor's written warranty, the permit and inspections, and the holdback.

Who should do the work. General contracting is not a licensed trade in Ontario. Two things inside the job are: electrical and plumbing are compulsory trades, so ask to see the certificate of qualification, and electrical work needs an ESA notification and inspection. Anything structural, such as dropping the floor or cutting the foundation wall for an egress window, should be designed by a professional engineer you can check in the PEO directory. Confirm WSIB status too, since coverage is compulsory in construction and the exemption for work retained directly by the occupant does not extend to subcontractors (WSIB).

What to ask before you hire. Who prepares and signs the permit drawings, and what is their BCIN. Does the price include the permit and the inspections. What happens if moisture is found after demolition. Who does the electrical and plumbing, and are they certificate holders. What is the written warranty, how long, and is it transferable. And hold back ten per cent of each payment: that is the statutory holdback under the Construction Act, and from 1 January 2026 the release of accrued holdback runs on an annual notice schedule (Construction Act holdback in 2026).
